The Nigeria National Petroleum Corporation (NNPC) is withholding billions of dollars in revenue from the government’s coffers despite President Muhammadu Buhari’s war on corruption, according to a report published Thursday by the Natural Resource Governance Institute, a New York-based watchdog.
Under Buhari’s administration, the Nigeria National Petroleum Corporation (NNPC) failed to remit $4.2 billion — 66 percent of proceeds — to the treasury in the second half of last year, the report revealed.
The company, NNPC, raked in $6.3 billion from its crude oil sales in the second half of 2015, but only $2.1 billion entered the government’s account. While some of the company’s withholdings cover known costs, NNPC has not fully explained other expenses.
“This was 12 percent higher than the withholdings under Goodluck Jonathan in 2013 and 2014,” authors Aaron Sayne and Alexandra Gillies said in the report , obtained by International Business Times. “Corruption aside, allocating $4.2 billion in six months to NNPC expenses of unknown priority raises serious questions about fiscal responsibility.”
The report said it would be cheaper for the Nigerian government to finance its record $30 billion budget for the 2016 fiscal year by reining in NNPC spending rather than through outside borrowing. Nigeria expects to spend more than a third of its federal revenue servicing its debt this year, up from 26 percent last year, the country’s Debt Management Office said this month.
“The Finance Ministry has floated plans to fund this year’s appropriations with a further $5 billion in loans from the World Bank and other lenders. These lenders, along with Nigerian stakeholders, should ask hard questions about the blank check enjoyed by NNPC before giving a green light to new debt,” the authors warned in the report.
Buhari, who was elected in March of last year on an anti-graft and anti-terrorism ticket, has vowed to clean up corruption within the state-owned oil firm. A report published last summer by the National Resource Governance Institute found the NNPC withheld about $12.3 billion from the sale of 110 million barrels of oil over 10 years during the administrations of Presidents Goodluck Jonathan and Umaru Musa Yar’Adua.
Since taking office in late May, Buhari has appointed himself as the petroleum minister, fired the entire board and executive directors of the NNPC and
hired a Harvard-educated lawyer as the company’s managing director to lead reforms. But Thursday’s report suggests there’s still much work to be done.
“The leadership could build on gains made to date by clarifying the financial relationship between the NNPC and the state. Otherwise, oil sector corruption and waste could return to their prior devastating levels once the president leaves office or prices rise,” the authors said in the report.

Former Borno governor Ali Modu- Sheriff who recently was appointed Chairman of PDP says he's not a sponsor or founder of Boko Haram. His emergence as the new PDP chairman this week was heavily criticized with Femi Fani-Kayode calling him the indisputable founder of Boko Haram.
Exonerating himself, Ali Modu- Sheriff - "Boko Haram wanted to kill me at a time because they believed that I was the one that reported them to President Umaru Yar’Adua to destroy their enclave.
"It was after I left government that they moved to their different camps and bushes. Why should they kill my brother? Why should they kill my family if I am a sponsor of Boko Haram? Is there anywhere in the world that you sponsor people to kill you?”
"Let me give you a typical example. Just a week ago, all the social media planted my picture showing me with the card of APC joining the party. At that time, nobody wrote that I was Boko Haram. They said Sheriff was going back to APC; they were showing a card when we registered with APC before I left the party. We went to our villages to do it; that village they are showing on the social media was a village that was taken over by Boko Haram for the past three years. So, how could I have gone there to register?
"Few days after I became the Chairman of the PDP, Ali Sheriff is now Boko Haram; so if you are in APC you are not a Boko Haram. Throughout my period in APC, nobody said I was Boko Haram. Immediately I left the APC, I was termed Boko Haram," he said.

Every day, they write different things but you and I know that nobody is above the laws of Nigeria. EFCC STORMS EX V.P SAMBO'S OFFICE,SEIZES $50,000
Operatives of the Economic and Financial Crimes Commission EFCC on Saturday January 30th, stormed the Abuja office of former Vice President Namadi Sambo, ransacked it for documents and also seized $50,000.
According to a report by The Nation, the anti-graft agency may have ransacked his office over an alleged N20 million monthly subvention he received from the Office of the National Security Adviser (ONSA) while he was Vice President.
It was learnt that the search was informed by the unusual movement of hefty bags into the office of Sambo’s Manyatha Company on Saturday. EFCC sources say the relocation of the suspicious bags from Sambo's home to the office made the agency act swiftly.
One of the EFCC sources said
"The ongoing investigation of $2.1 billion arms cash under ex-NSA Sambo Dasuki has been extended to the former VP. The search started on Saturday till the early hours of Monday. Apart from getting N20 million monthly from ONSA, we got tip-off on movement of some bags loaded with hard currency. All we did was to investigate this clue by searching the ex-VP’s office in a cautious manner and in the full glare of the employees. At the appropriate time, we will inform the public of our findings. We are also looking at the circumstances behind the N20 million grant allocated to the ex-VP’s office by the ONSA. Ordinarily, a sitting VP has a budget for his office. It is like subjugating your office to a junior public officer if you have to be taking N20 million from the Office of National Security Adviser (ONSA). We cannot be blind to this important aspect of monthly grant to a VP by the former security adviser. Some former presidential aides are also under investigation.”
A source close to the former Vice President confirmed the search of the office in Abuja’s Central Business District (CBD).
“The EFCC operatives invaded the Manyatha Company of the former Vice President on Saturday, broke the doors. The operatives did not come with any warrant and when they left, there was no record of inventories. What happened was that the ex-VP moved some documents in Ghana-Must-Go bags from his house to the office in the Central Business District. I think they got false alarm that dollars were stuffed in the bags and decided to raid the office on the sixth floor. We share the same office complex with the British Visa Section. Do you know that since Saturday, the policemen brought by the EFCC are still in the office? The EFCC asked the company to repair its doors before the police could leave the place.”
On the alleged N20 million collected monthly from ONSA, the source added:
“It is a statutory subvention for the Office of the Vice President. When ex-President Goodluck Jonathan was VP, he was getting it. The same subvention was given to ex-VP Atiku Abubakar. Ex-VP Sambo is ready to defend the subvention when necessary. He did not steal public funds and he did not get campaign funds from ONSA.”

300 NIGERIAN STUDENTS TO BE EXPELLED FROM ROMANIAN UNIVERSITY OVER UNPAID FEES
The Constanta Maritime University in Romania, has threatened to expel over 300 Nigerians who are currently studying in the institution on the scholarship of the Nigerian Maritime Administration and Safety Agency, NIMASA, as the agency has allegedly refused to pay their school fees and other allowances.
The affected students are said to be in their first, second and third year at the university.
Premuim Times came up with reports that, the fees of the students who are studying engineering, navigation and naval transport, are reportedly a total of €5,720 which is about N1.23m currently.
Reports confirm that, the institution has threatened to deport the Nigerian students back to the country if their fees are not paid soon.
One of the students, who spoke on conditions of anonymity, told Premium Times that the school authorities have threatened to send them back to Nigeria if NIMASA does not pay the fees and allowances by January 31.
“We are stranded, confused and cannot concentrate on our studies based on the unfortunate news of expulsion unleashed to them by the school.
“The school has said that if by 30th of January the school fees are not paid it has no option than to return us back home.”
The unidentified student also alleged that the university officials have been trying to reach NIMASA to resolve the matter but have received no positive response from the agency concerning the future of the students in the school.
When contacted about the situation, a senior official of NIMASA reportedly disclosed unofficially that the agency was currently going through some challenges which have caused a delay in paying the fees and allowances.

IN LAGOS, AMBODE SHUTS DOWN 53 CHURCHES,MOSQUES & HOTELS OVER NOISE POLLUTION
The Lagos State Government has shut down 53 churches, mosques and hotels over noise pollution and environmental nuisance.
Some of the worship centres were shut because they were converted from residential apartments to places of worship thereby contravening the law and constituting nuisance to other neighbours.
General Manager, Lagos State Environmental Protection Agency, LASEPA, Engr Rasheed Shabi, said the agency received lots of complaints from residents and neighbours about the nuisance constituted by the premises shut by the agency, PM News reports.
“In recent times, most of the petitions kept coming back to us. It was as if we are not working at all. That was why we shut the premises,” he said.
Shabi said some of the affected facilities had been served abatement notices before their eventual closure, adding that the growing rate of worship centres in the state calls for serious regulations, especially in the areas of noise pollution.
He added that some of the worship centres polluting the neighbourhood with noise were usually makeshift structures that do not have government approval.
“You cannot have makeshift structure and say you want to be conducting services or vigil there. Definitely, you will be disturbing your neighbours. So, the government won’t allow the use of makeshift facilities as a church or mosque.
“Nobody is allowed to make noise above 55 decibel during the day in the residential area and only 45 decibel is allowed in such area at night. In the industrial areas, 90 decibel of noise is allowed during the day while the noise rate must not exceed 80 decibel at night in such areas.
“The compliance level is increasing. More residents now understand the effect of noise. Some of the religious houses are also complying with the noise pollution regulations,” he stated.
Shabi said that the hotels were shut for failing to conduct and submit Environmental Impact Assessment report about their premises.

Dokpesi is being tried for receiving N2.1bllion from the office of the National Security Adviser between October 2014 and March 19, 2015 for the Peoples Democratic Party’s presidential media campaign, an act which is contrary to the provisions of the Public Procurement Act, Money laundering Act and the EFCC Act.February 17, 18 and March 2 and 3 2016 has been fixed for his trial.

Senate President, Abubakar Bukola Saraki on Tuesday, December 8, dismissed claims that he was the owner of the N310m said to have been stolen during a robbery operation involving some military and State Security Service (SSS) officials.In a statement by his Special Adviser (Media and Publicity), Yusuph Olaniyonu, Saraki said the stolen money did not belong to him and that he did not know the owner, who is said to be a Bureau De Change operator.

TRAGIC : GIRLFRIEND FLEES AS ENGINEER BOYFRIEND DIES IN LAGOS HOTEL
There has been anxiety at the Jonaith Hotel and Suites in the Ajah area of Lagos State after a 24-year-old guest, identified as Michael Afeso, was found dead in his room.
PUNCH Metro learnt that the deceased’s girlfriend, who had stayed with him on Friday evening, was sighted in the early hours of Saturday.
She was, however, said to have fled the hotel before the arrival of policemen from the Ajah division, who later took the corpse to a mortuary.
Our correspondent gathered that Michael, an indigene of Akoko Edo, Edo State, had checked into a room in the hotel on Friday and had enjoyed some bottles of beer with a friend, identified as Abass
It was learnt that Abass left the deceased in the company with a lady, whom the latter had sent for.
The corpse of the victim was said to have been discovered by one of the hotel workers, who had gone to his room at checkout.
PUNCH Metro learnt from a relative of the deceased, Olufemi Oladejo, that the family was notified by one of Michael’s friends.
Oladejo said,
“When we got there, the management of the hotel told us they found the girl in their CCTV tip-toeing out.
“When we challenged them on why they did not stop her since they both checked in together, they changed the story and said the video was of another room and that it had nothing to do with the case.
“The hotel management said one Abass, who was their customer, reserved the room for Michael. We were told that they both took some bottles of beer before Abass left.
They said Michael was alone in his room before they saw his corpse.”
The victim’s father, Abraham, explained that he was expecting his son to send him some money for upkeep and a project, when he was told he had died.
He said, “My other children who had been aware of the incident could not break the news to me because I was sick. Instead, they informed my friend, who called me to his house and broke the sad news to me.
“The hotel management and the police have been dribbling us and telling us all kinds of lies. Even our lawyer was compromised and he has stopped picking my calls. I insisted that the matter be transferred from Ajah because I lost confidence in the police in that division.”
However, the result of the autopsy indicated that the victim died of heart attack and hypertension.
Still, the family of the deceased insisted that the case had been tampered with and urged the Inspector General of Police, Solomon Arase, to conduct investigation into the matter.
The hotel lawyer, Akran Akra, in a telephone interview with PUNCH Metro, denied that the hotel covered up anything.
He said, “There was no time that the hotel changed any story. We gave the police and the deceased’s family unlimited access to our IT rooms on several occasions.
“The girl and the man did not go in together. She came in later as a visitor.
“The fact of the case is that Michael checked into the hotel on the night of Friday, October 23, 2015. The room he checked into had earlier been reserved for him by one of his friends, who checked in earlier the same day.
“His friends, who were with him that night, confirmed that on arrival at the hotel, the deceased joined them at the pool bar where they all had drinks together before retiring to his hotel room to meet his girlfriend, who he was expecting.
“At about 12.15pm the next day, one of the hotel’s housekeepers, who was carrying out a routine clean-up at checkout found the lifeless body of Michael on the bed.”
He said the hotel management immediately alerted the police.
“There was no complicity on the part of the hotel. The food that was served by the chef was not eaten by the deceased. The CCTV footage did not indicate a foul play,” he added.

The mother of a teen who committed suicide after suffering from what she calls a rare allergy to Wi-Fi is accusing her daughter’s school of failing to protect her.
Jenny Fry, 15, was found hanging from a tree near her home in the U.K. last June. Her story is now coming to light because of a legal investigation into the cause of Jenny’s death.
Her mother, Debra Fry, told the Mirror that Jenny suffered from blinding headaches, fatigue, concentration problems, and bladder issues that she says were caused by electro-hypersensitivity syndrome (EHS), a condition in which electromagnetic radiation emitted from wireless technology, including Wi-Fi, cellphones, and cell towers, causes debilitating physical symptoms.
Although Jenny’s parents had removed Wi-Fi from their home, which helped, it was still present at her school.
“Both Jenny and I were fine at home, but Jenny continued to be ill at school in certain areas,” said Fry.
Jenny received several detentions in school, not for being disruptive in class, but because she’d often have to leave the classroom to find an area away from Wi-Fi where she could concentrate.
Fry had shared information about Wi-Fi’s potential problems with the head teacher of Jenny’s school, Simon Duffy, but according to Fry, Duffy told her there was an equal amount of information that shows Wi-Fi is harmless.
“I also had a heated exchange with teachers telling them Jenny was allergic to Wi-Fi, and that it made no sense making her take detentions in rooms that were making her ill,” said Fry. “The least they could do was allow her to take them in rooms where she felt able to concentrate, but they wouldn’t listen.”
Fry believes Jenny’s suicide attempt was meant to be a cry for help. A police statement said that on the day Jenny died, she had texted a friend twice, telling the friend about her intentions to commit suicide and stating where she was, according to the Mirror. But her friend didn’t have her phone with her to see the texts in time.
“Jenny left letters for us where she said she couldn’t cope with her allergies from Wi-Fi anymore,” Fry told the Telegraph. “She left them for us in case things went too far, but I don’t believe she wanted to die.”

Oladejo who pastors Complete In Christ Church (CICC), in the United Kingdom claims he was shown a vision by Jesus Christ of what will happen to Christian couples who end up in hell.
In the fifteen-minute video, Pastor Oladejo who quoted Isaiah 33:14, claimed he was shown a section in hell by an Angel of God where he saw people chopped in bits and pieces on a slab by demons as a form of punishment.
He claimed that the Angel told him the people were married Christian couples who while they were on earth, desecrated their matrimonial bed by engaging in various 'unholy' sexual acts like oral sex, masturbation and various sexual positions like 'cow-girl' and 'doggy style'.
Oladejo then went ahead to warn married couples practicing such acts, adding that it was wrong for a woman to be on top during sexual intercourse as it is a sin against God.
